Abstract

Alokasi air berdasarkan paradigma baru pengelolaan sumber daya air terpadu, menuntut peran aktif dari para pengelola wilayah sungai dan pengguna air. Adanya suatu sistem pendukung keputusan untuk alokasi air berbasis masyarakat pengguna air, diharapkan akan membantu para pengelola wilayah sungai dan pemilik kepentingan dalam mengalokasikan air. Makalah ini dimaksudkan untuk mengidentifikasi kebutuhan keberadaan sistem pendukung keputusan untuk pengelolaan alokasi air yang berbasis masyarakat pengguna air, dan mengkaji perkembangan sistem pendukung keputusan untuk pengelolaan alokasi air secara partisipatoris. Pada beberapa negara, sistem pendukung keputusan untuk alokasi air telah berkembang pesat menjadi sistem pendukung negosiasi, sistem pendukung negosiasi berbasis internet, dan pembantu resolusi konflik. Disimpulkan bahwa untuk mendorong keterlibatan masyarakat dalam pengelolaan alokasi air, maka perlu dikembangkan sistem pendukung keputusan untuk pengelolaan alokasi air secara partisipatoris. Pengembangan ini dapat dilakukan berdasarkan sistem yang sudah ada dan telah berjalan dalam perencanaan alokasi air strategis, yaitu untuk penyusunan pola dan rencana pengelolaan sumber daya air; perencanaan taktis untuk alokasi air tahunan dan pemberian izin penggunaan air; serta pelaksanaan operasional alokasi air secara tepat waktu. Penerapannya perlu disesuaikan dengan kondisi masyarakat, kelembagaan dan alam di Indonesia.
